＂Three Sames＂ Research Project - Same Line, Same Standard and Same Quality

On August 9, 2022, the leaders of the Certification and Supervision Office of the Market Supervision Bureau visited Lai Wei Jue to discuss the research project of Theoretical Thinking and Practice of "Same Line, Same Standard and Same Quality". The project covers multiple themes: creating a favorable policy and development environment, organizing the provision of comprehensive technical services, guiding the development of "Three Sames" products, facilitating the sales of "Three Sames" products, urging all parties to fulfill their responsibilities, and promoting the "Three Tong" implementation work collaboratively. Strengthen publicity and promotion.

"Same line, same standard and same quality" means that exporting enterprises produce export and domestic products on the same production line according to the same standards, so that the products supplied to the domestic market and the products supplied to the international market reach the same quality level.

Due to the gap in development stage and level of development between my country and some developed countries in the world, objectively, there has been a long-term difference in the standards of domestic products and export products, and the domestic standards of some products are relatively low compared with international standards. There is a certain degree of "quality difference" in the market. This situation is more and more incompatible with the reality of the continuous improvement of domestic consumption demand and consumption level, which leads to the unmet domestic high-end consumer demand in the domestic market, that is, the lack of effective supply and mid-to-high-end supply, resulting in the phenomenon of "consumption spillover". There has been a wave of domestic consumers rushing to foreign markets to buy.

The implementation of the "same line, same standard and same quality" model is conducive to improving the quality of life of Chinese consumers, meeting domestic high-end demand, and promoting the return of consumption; it is also conducive to domestic enterprises to improve product and service quality, expand market space, and reduce domestic and international markets. At the same time, it promotes the comprehensive introduction of international standards and advanced management models in relevant domestic industries, and promotes industrial transformation and upgrading.

Therefore, "same line, same standard and same quality" is an important measure to strengthen supply-side reform, improve the level of quality supply, and boost consumer confidence. It is a good thing for the country and the people.

Food enterprises: First, the enterprise obtains relevant international passports, such as HACCP, FSSC22000, BRC, IFS, BAP, etc.; second, the enterprise needs to provide product testing reports that meet both national standards and export standards; third, the enterprise self-declares that it is placed on the domestic market The products are "same line, same standard and same quality".

Consumer goods and general industrial products enterprises: First, the products have sustained market demand and consumption purchasing capacity, and the credit information of the enterprise and its employees is in good condition; second, it is produced according to the standards of the export destination country and the relevant standard technical indicators meet the requirements of my country's mandatory standards , or equivalently adopted by my country's national standards, products that are exported to domestic sales must obtain an industrial product license, and if China's compulsory product certification is involved, they must obtain the qualification to use the compulsory product certification mark before they are transferred to domestic sales; the third is to establish effective Operational quality management system, and to ensure continuous compliance with the "Three Same" requirements.
